From 3 November 2025, Immigration New Zealand (INZ) will introduce new rules under its International Education Going for Growth Plan. These changes will improve Student Visa Work Rights in New Zealand, giving students better chances to earn money while studying. It can be hard to understand how these changes may affect your eligibility and work conditions. You need to know this information whether you plan to study, are currently studying, or are assisting someone with a visa application.
Work Limit is Now 25 Hours Weekly
Starting in November 2025, international students in New Zealand can work 25 hours a week instead of 20 hours while studying. This change will help students better manage their tuition and living costs.
All student visas granted from 3 November 2025 onward will automatically include this new 25-hour weekly limit. It applies regardless of when the application was submitted, as long as the decision is made after the implementation date has passed.
Wider Access for Part-Time Work
From 3 November 2025, students enrolled in approved Study Abroad or exchange programmes of one semester or more will become eligible for in-study work rights.
Visa Required for Course or Provider Changes
From November, changing your education provider or stepping down to a lower-level course (e.g., from Level 8 to Level 7) will no longer be a simple variation. Instead, a new visa application will be required.
This update to the Student Visa Work Rights NZ system ensures transparency between a student’s study plans and their visa conditions. It also makes it easier for INZ to track genuine student migration.
For Current Visa Holders
Already hold a visa with a 20-hour weekly work limit? That condition will stay valid unless you:
- Apply for a variation of conditions, or
- Apply for a new visa when your current one expires.
Note: You don’t need to apply for an update if you’re nearing course completion or already enjoy full-time work rights during holiday breaks.
High School Students Also Included
Eligible international students in Years 12 and 13 can now work up to 25 hours a week, provided they obtain written permission from both their school and their parent/guardian. This change ensures that international students in NZ also get an advantage from fair work opportunities.
